How This Centre Works

The SMARTPUR Centre at Ratanpura Gram Panchayat, Simalwara Block, Dungarpur, serves as a one-stop digital service and community resource centre established by REACHA with support from Nokia. The centre is managed by a trained Centre Facilitator (CF) who provides integrated digital, government, banking, education, and livelihood services to the local community.
The Centre also organizes regular awareness sessions in different wards of the Gram Panchayat on digital literacy, financial literacy, social protection schemes, cyber safety, and citizen services. These sessions help identify eligible beneficiaries and encourage greater use of digital and government services. To ensure uninterrupted service delivery, the Centre is equipped with solar power backup, inverter, laptops, printers, internet connectivity, biometric devices, and other digital infrastructure. The Centre Facilitator maintains service registers, beneficiary records, and MIS reports while working closely with the Gram Panchayat, Centre Management Committee (CMC), and other community stakeholders. By bringing essential services closer to the community, the Ratanpura SMARTPUR Centre reduces travel time and costs, improves access to government schemes and banking facilities and creates livelihood opportunities. It has become a trusted and sustainable digital hub that empowers rural citizens through technology and community participation

Manage the day-to-day operations of the SMARTPUR Centre. Deliver digital and e-governance services, including online applications, document services, and access to government schemes. Facilitate enrolment and support for social protection schemes such as pensions, Ayushman Bharat, e-Shram, Jan Dhan, and other welfare programmes. Provide banking and digital payment services (where applicable) and promote financial inclusion. Mobilise the community by promoting SMARTPUR services and encouraging citizens to utilise the centre. Coordinate with the Community Mobilizer to organise awareness campaigns, service camps, and outreach activities.

Prasann Kumhar, a 28-year-old resident of Ratanpura Gram Panchayat, Dungarpur, is the sole breadwinner of his family. Before joining the SMARTPUR Project, he operated a small e-Mitra and Banking Correspondent (BC) Centre with limited infrastructure and technical resources. Frequent power cuts, poor network connectivity, inadequate digital equipment, and low community awareness restricted the services he could provide, limiting his monthly income to ₹7,000–10,000. His journey changed after joining the SMARTPUR Project, implemented by REACHA with the support of Nokia. Through the project, his centre was equipped with essential infrastructure, including a solar power system, inverter, laptops, printer, furniture, and other digital equipment. He also received regular training, technical guidance, and continuous handholding support, enabling him to expand both the quality and range of services offered. Today, Prasann operates a well-functioning SMARTPUR Centre that provides a wide range of government, banking, and digital services, including pensions, Jan Aadhaar, birth and death certificates, e-Shram registration, PM-Kisan services, and banking transactions. Villagers no longer need to travel to distant towns for these essential services, saving both time and money. The SMARTPUR Centre has become a trusted community resource, improving access to government schemes, financial services, and digital inclusion. Through regular awareness programmes and quality service delivery, Prasann has gained the confidence of the community while strengthening his livelihood and contributing to the socio-economic development of Ratanpura.

The session aimed to educate participants about important social security schemes such as Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Atal Pension Yojana (APY), and Sukanya Samriddhi Yojana (SSY). Equal emphasis was placed on cyber security, fraud prevention, digital banking, and maintaining updated banking records for uninterrupted access to government welfare schemes.

Challenges addressed

Villagers had to travel to Simalwara or other nearby towns for certificates, pensions, Jan Aadhaar, e-Shram registration, PM-Kisan, and other government services. The travel involved additional costs, loss of daily wages, and long waiting times. There was limited access to banking services within the village. Residents had to travel to bank branches for cash withdrawals, deposits, account opening, and Aadhaar-enabled transactions. Awareness of financial inclusion schemes such as PMJJBY, PMSBY, and APY was low. Many eligible families were unaware of social protection and welfare schemes or did not know the application process. As a result, several beneficiaries could not access benefits such as pensions, scholarships, PM-Kisan, and other entitlements. Even simple services required villagers to travel outside the Gram Panchayat, resulting in transportation expenses, loss of workdays, and inconvenience—particularly for women, elderly persons, and persons with disabilities.
