How This Centre Works

The Hathbura Smartpur Centre, in strategic collaboration with key line departments including the Social Welfare Department, Agriculture Department, Horticulture Department, Animal and Sheep Husbandry Department, RSETI, KVK, and J&K Bank, has successfully implemented a range of integrated, multi-sectoral interventions aimed at promoting socio-economic empowerment and digital inclusion.

The Smartpur team follows a community-centric approach, beginning with comprehensive needs assessments and extending through effective service delivery. To strengthen outreach and maximize community participation, the team works closely with Anganwadi (ICDS) centres, ASHA workers, Panchayat representatives, Self-Help Groups (SHGs), youth volunteers, and other local stakeholders. These grassroots institutions play a vital role in identifying community needs, mobilizing beneficiaries, disseminating information about government schemes and digital services, and encouraging participation in awareness programmes, capacity-building initiatives, and skill development trainings. The Centre Management Committee provides continuous support in planning, coordination, and implementation, ensuring that interventions are inclusive and responsive to local priorities.

The Hathbura Smartpur Centre has emerged as a key hub for social protection and digital governance, delivering more than 48,00 essential citizen services at the panchayat level. Through strategic partnerships with the Social Welfare Department and J&K Bank, the centre has organized awareness campaigns, financial literacy programmes, and digital inclusion initiatives that have empowered residents to access government welfare schemes and financial services.

By facilitating Aadhaar-related services, labour card registrations, online applications, and other e-governance services, the centre has effectively bridged the gap between rural communities and government service delivery. These interventions have significantly reduced the time, travel, and financial costs associated with accessing public services while improving transparency, strengthening digital literacy, and enhancing the overall accessibility of government entitlements for rural households.

Rouf Mohammad Ganiee serves as the Community Facilitator at the Hatbura Smartpur Centre, where he is responsible for the day-to-day management of the centre and delivery of essential digital and citizen-centric services to the local community. Through his commitment and dedicated service, he has become a trusted point of contact for rural residents, improving their access to government and financial services. At the Smartpur Centre, Rouf facilitates a wide range of services, including Aadhaar Enabled Payment System (AEPS) cash withdrawals, pension disbursements, utility bill payments, Labour Card applications, e-Shram registration, PAN Card services, domicile certificates, land record access, mobile recharges, and other digital identity and e-governance services. In addition to service delivery, he actively engages with community members through awareness sessions and outreach activities, promoting government welfare schemes and encouraging greater digital inclusion.

A graduate in Electronics, Rouf aspired to secure stable employment after completing his education. Despite possessing sound technical knowledge and a keen interest in technology, he faced limited employment opportunities and financial uncertainty while supporting his family. His career path changed when he learned about the Smartpur initiative through a village-level awareness meeting. Recognizing that the Community Facilitator role aligned with his technical background and desire to contribute to society, he applied for the position. Following a successful assessment process, he was selected and received comprehensive training on digital service delivery, centre operations, and community engagement. Today, Rouf plays a vital role in delivering government and digital services within his village, reducing the need for residents to travel long distances and enabling timely, transparent, and convenient access to essential services. His work has strengthened community awareness, improved service accessibility, and enhanced trust in digital governance. The Smartpur initiative has also had a significant impact on Rouf's own life. It has provided him with a sustainable source of income while allowing him to support his family and build a meaningful career within his own community. More importantly, the opportunity has instilled a sense of confidence, responsibility, and pride in contributing to local development. Reflecting on his journey, Rouf shares: "Smartpur is much more than a source of income for me. It has given me a meaningful livelihood and the opportunity to support my community every day. Whenever people come to me with their needs and I can help them, I feel deeply satisfied. Smartpur has transformed hope and trust into reality—not just for me, but for the entire community.

The programme focused on creating awareness about government welfare schemes, financial inclusion, social security benefits, and livelihood support services. Resource persons from the collaborating departments guided participants on eligibility, application procedures, and available financial services, encouraging greater access to government entitlements.

Through sustained community mobilization and coordination with relevant government departments and institutions, the project facilitated improved access to essential services, welfare schemes, skill development opportunities, and digital resources, ensuring that interventions reached eligible and deserving beneficiaries in a transparent and inclusive manner.
