Abdul Rafia Bhat
The Centre Facilitator is responsible for the day-to-day management of the Smartpur Centre, delivering digital and governance services, assisting beneficiaries in accessing government schemes and online services, coordinating centre activities, maintaining records, supporting programme implementation, and ensuring smooth service delivery to the community.
Abdul Rafia Bhat, a B.Sc. graduate with a one-year Diploma in Computer Applications, was an unemployed youth from Handew when he was identified under the Smartpur initiative for his skills and potential. He was appointed as the Centre Facilitator at Smartpur Handew, where he began supporting the community by delivering digital services and facilitating access to government schemes. Over time, his dedication and commitment helped him expand his role. He now operates a Banking Correspondent (BC) Point at the Smartpur Centre, providing cash withdrawal, deposit, fund transfer, and other banking services to local residents. This opportunity has enabled him to earn a stable income while serving his community, making him a successful example of how the Smartpur initiative creates sustainable livelihood opportunities for rural youth.
